(Before any punishment, the Judging committee will inquire and let the member or coach make some explanation. The debaters are never allowed to make a complaint or protest against the judges decision after the debate is over. The same applies to, for example, new arguments in the final speech. If debaters or coaches do protest excessively, the team may be penalized, possibly losing the qualification for the finals, the best debaters award, or even banned from future tournaments.

The Definition of this debate topic:

It goes without saying that, the Affirmative team has the burden to prove that such education or welfare plan is effective. However, it is not allowed to present plans that provide education or welfare only to certain immigrants with certain jobs. 5.It is allowed to present plans on Japanese education, administration, and welfare concerning the immigrants, as stated in Definition 3).

Especially, you should look back at the strength of the proof (evidence) provided within the round. Weigh them lightly if the causal relation between the plan (proposition) and the ADs or the DAs are not supported by evidence. 2.Judge the probability (evidential support) of each issue: First consider how convincing the alleged ADs or DAs were in terms of factual probability. Also diminish the probability, if the opponents attacks were successful, or the defenses were poor.

If the students cant properly defend and summarize their own issues, those issues should be taken lightly in your decision. Three warnings for novice judges: (1) Dont add your own issues. However, in your advices after the round, teaching the students about such hidden issues would be very helpful. As you will soon see, in most of the debates, earlier stages are just recitation of some prepared scripts. (3) Distinguish reason for decision and advices: As mentioned above, dont add your own issues in your decision. Presenting new arguments (new merits/demerits) in the attacks, defense, summary speech are forbidden by the rules. Ignore them if they are presented. Dont add any advantages/disadvantages yourself! Make decisions only by the debaters arguments that are properly presented within the debate format: Debate judges should judge the debaters arguments (and their counter-arguments). (2) Only the issues that are extended (not forgotten in the summary speech) counts: Even if a team sounded better than the other in the early stage of debate, that shouldnt be taken into your decision if they screwed up in the latter stages.

Each team is strongly suggested to bring photo-copies (or, if the evidence source is internet, the printout) of each quotation, so that you can show the evidence source when the opponents or judges ask the team to show it. If a team is not able to show the source when requested, forgetting to bring the source, the team has to apologize to the opponent and the judges on the spot.

However, it should be emphasized that, even the AFF position defined above does not claim that we should choose active euthanasia. The debate rather focuses on whether the patients should be given a choice. Since some religions explicitly condemns the practice of euthanasia, there may be cases that the students may hesitate to participate in this debate for religious reasons. Dont add any ADs/DAs or attacks yourself! Never decide winners using subjective speech points. To Avoid Common Misunderstandings1.Dont add your own issues, attacks Leave the job to the debaters. Apart from the decision making, advices on the unmentioned fallacies or on English skills would be more than welcome. 2.Issues that are extended (not forgotten in the latter part of the round) should count: Constructive speeches are just written down speeches. Rational contentions should count more than just superficial eloquence. 6. You shouldnt weigh the issues too much, unless they are defended and summarized effectively afterwards. 4.Dont judge the winner by comparing the speeches: A bad reason for decision typically goes like this: Ill vote NEG, as I think the NEG Q/As and Attacks were wonderful. I thought the other speeches were even. (Judges should compare the finally defended ADs/DAs.

If such hasty rebuttals are apparently seen, Judges should ignore them. The Affirmative Attack speaker is not allowed to refute the attacks of Negative Attack speech. Only when the Negative Constructive speech contains attacks to the Affirmative Advantages, the Affirmative Attack speaker is allowed to refute to the attacks in the Constructive speech. Such rebuttal should be done in the Defense speech.

1.In this tournament, even if the Negative team successfully argues that 10 million immigrants wont come toJapan, and the Affirmative team can not sufficiently refute it, it does not mean that Negative will win for that. Such attack may decrease some (but not all) Advantages, but at the same time kill the own Disadvantages. Affirmative team does not have a burden to prove that More than 10 million immigrants will surely come to Japan. Generally speaking, it is just confusing to attack like 10 million immigrants wont come to Japan, and will not benefit the Negative team.
